Confirm which assessment the proposal needs
Kingston’s linked application form includes questions about slope, an LCA and a site-specific system design for smaller lots. An LCA is also listed among the possible supporting documents, without the mandatory marker used for some other plans and reports.
Do not assume that every lot below 1,000 m² must have an LCA, or that a larger lot is exempt. Ask council to confirm the wastewater and planning requirements for the actual proposal.
Keep the site assessment and system design coordinated
Provide the current site and floor plans, intended use and any existing wastewater approvals. The LCA considers site capability and land available for effluent dispersal or recycling. Detailed system design and installation documents have separate roles in the permit process.
Council’s linked application contains older administrative information. Obtain the current application and fee advice before lodging, and use current Environment Protection Authority (EPA) guidance for the technical assessment.

Frequently asked questions
Does Kingston require an LCA for every unsewered property?
Confirm the LCA requirement with council for the property and proposed works. Lot area alone should not be used to decide whether an assessment is needed.
Does the 1,000 m² reference decide whether an LCA is needed?
No. The form includes smaller-lot questions, but that is not a blanket LCA rule or an exemption for larger lots.

Is an LCA the permission to install a system?
