Baw Baw Shire uses a property risk rating and gives special attention to declared drinking-water catchments when assessing onsite wastewater proposals. This guide explains how those checks can affect the need for an LCA and the information required for a quotation.

Ask council for the property risk rating

Baw Baw’s Onsite Wastewater Management Plan assigns broad risk ratings to unsewered properties. Council states that properties rated Medium or higher may require an LCA and can advise the recorded rating and the documents required for an application.

The rating is a screening tool. It does not establish whether a particular treatment or effluent dispersal system (EDS) is feasible and does not replace the site and soil investigation.

Check declared drinking water catchment status

Council’s current guidance states that an LCA is required for applications within a declared water supply catchment. Gippsland Water provides an address-search map for the catchments it manages.

Use the map as a preliminary check and confirm the result with council and the relevant water corporation. The map does not show Baw Baw’s property wastewater-risk rating and does not cover catchments managed by another water corporation.

Account for seasonal rainfall

Baw Baw council identifies the West Gippsland climate as a material constraint because rainfall can exceed evaporation during parts of the year. A water balance may therefore be needed to test whether a proposed land application area can manage the design wastewater load.

The need for monthly or more detailed modelling depends on the site, risk, proposed development and receiving environment. It should not be assumed as a fixed scope until the project information and council requirements have been reviewed.

Subdivisions, dwellings and alterations follow different pathways

A subdivision needs to demonstrate that wastewater can be treated and retained within each proposed lot. A new dwelling needs an onsite wastewater permit before installation. An extension or change to a building may require review of the existing system if it increases the wastewater load, and physical system alterations require council approval.

For non-residential proposals, wastewater volume and composition may require expanded investigation, modelling and design. Systems exceeding 5,000 litres per day fall within the Environment Protection Authority (EPA) permission pathway rather than the council A20 pathway.

How the local requirements shape the assessment

The LCA should test the proposal against the property’s site and soil conditions, available land, nearby waterways and catchment context. It may need to consider water balance, nutrient risks, treatment level, feasible EDS options, setbacks and controls.

Frequently asked questions

How do I find the Baw Baw wastewater risk rating for my property?

Request the recorded wastewater-risk assessment directly from Baw Baw Shire’s Public Health team. Supply the property address and ask which supporting documents council expects; the Gippsland Water catchment search does not provide this council rating.

Does a Medium risk rating automatically mean a particular wastewater system?

No. Council says Medium and higher risk properties may require an LCA. The LCA then assesses the site and soil constraints and feasible treatment and EDS options.

Is the Gippsland Water map the same as Council’s wastewater risk map?

No. The Gippsland Water map indicates declared drinking-water catchment status within its area. Council’s wastewater risk rating is a separate screening result.

Why might a water balance be required in Baw Baw?

Council identifies seasonal excess rainfall as an important local constraint. A water balance can test how the wastewater load, rainfall, evapotranspiration and soil acceptance interact for the proposed EDS.

What about a subdivision?

The planning application must demonstrate that wastewater can be treated and retained within each proposed lot. Wastewater planning should occur before lot boundaries and building envelopes are finalised.
