Planning a project on land without mains sewerage in Cardinia requires consideration of how wastewater will be managed alongside the proposed buildings, access and outdoor areas. Wastewater assessment should be considered early when proposing a new dwelling or subdivision on unsewered land. Extensions, additional accommodation or changes of use may also require assessment where they affect wastewater generation or the existing system.
Cardinia Shire Council administers permits to construct, install or alter onsite wastewater systems. An LCA provides supporting assessment; it does not itself authorise installation or development.

Check sewer availability and planning controls
Confirm whether the property can connect to mains sewerage before committing to an onsite wastewater system. An existing septic system should not be taken as confirmation of the servicing arrangements for a new proposal.
Use VicPlan to identify the property’s planning zones and overlays and download a planning property report. These controls help inform the assessment alongside site conditions and any council or water authority advice. VicPlan does not determine the wastewater system suitable for your property.
How site conditions affect wastewater management
The available land must accommodate wastewater management alongside buildings, driveways, vegetation and other site uses. Total allotment size alone does not establish suitability.
The assessment considers soil depth and permeability, slope, drainage, seasonal wetness, groundwater, rainfall and nearby waterways or other sensitive features. These factors influence the treatment level, land-application method, area required and management measures.
On sloping land, the relationship between effluent dispersal and ground stability may also need consideration. On poorly drained land, seasonal saturation can constrain the location and performance of the land-application area. Suitability is assessed for the particular property and proposal.

Frequently asked questions
Will a house extension always require a new LCA?
Not necessarily. The proposed changes, wastewater load, existing system and available land need consideration. Send us the existing and proposed plans together with any council advice.
Can I choose the treatment system before the assessment?
You can discuss preferences, but suitability also depends on how treated wastewater will be dispersed on the property. A treatment unit alone does not establish that the overall arrangement will work.
Is a Soil Report the same as an LCA?
No. A residential soil report addresses ground conditions for footing design. An LCA assesses the land’s capacity to manage wastewater. A project may require both.
