Mornington Peninsula Shire uses a risk-based onsite wastewater framework that can change the level of assessment required for a property. This guide explains the main LCA pathways, where to obtain the lot risk rating and what information is useful before requesting a quotation.

Start with the council lot risk rating

Mornington Peninsula Shire maintains a final onsite-wastewater risk rating for unsewered properties. The rating guides the level of site investigation, modelling and reporting that council may require.

Ask council for the property rating before the scope is fixed. The broad maps in the Onsite Wastewater Management Plan are useful background, but they are not a reliable substitute for the property-level rating held by council.

Standard, Comprehensive and Commercial LCA pathways

Low-risk applications may be assessed using council’s default criteria, although council can still request additional information. Medium and High risk lots may require a Standard LCA or a site and soil assessment. Very High risk lots generally require a Comprehensive LCA.

Commercial and other non-domestic proposals require a Commercial LCA. Council’s adopted plan identifies additional investigation and modelling for this pathway, including in-situ permeability testing, soil chemistry, a conservative water balance and an annual nutrient balance. Council may also require detailed hydraulic design as a separate design component prepared by an appropriately qualified system designer. That design component is not automatically included within Yarra Geotechnics’ LCA scope.

Fieldwork and modelling depend on the LCA tier

The 2026 council guideline sets detailed content for each report type. For a Comprehensive LCA it specifies at least two soil test pits or auger holes within the proposed effluent dispersal system (EDS) area, with additional investigation where more than one soil or landform facet occurs or a provisional EDS area is required.

The report may also need water and nutrient balances, soil chemistry, in-situ permeability testing and a more detailed site plan. These requirements should be applied to the confirmed council pathway and the site, not treated as a fixed package for every property.

Reserve areas depend on the proposed EDS

Council’s guideline requires a reserve area for absorption, evapotranspiration-absorption (ETA) and low pressure effluent distribution (LPED) systems unless council accepts that the risk is low. It generally does not require a separate reserve area for subsurface irrigation that has been sized using water and nutrient balance modelling, unless council identifies an environmental or operational reason.

The final layout still needs enough suitable land for the proposed land application area (LAA), applicable setbacks, access, maintenance and any reserve or nutrient uptake area.

Subdivisions need early wastewater planning

Council’s plan expects land capability to be considered early in rezoning and subdivision design. The LCA should inform lot layout and building and wastewater envelopes before the subdivision pattern is fixed.

For residential subdivision concepts, council’s adopted material uses a five-bedroom dwelling basis for each proposed lot. Confirm the applicable planning-scheme minimum lot size and the required assessment assumptions with council at the start of the project.

Frequently asked questions

How do I find my property’s wastewater risk rating?

Contact Mornington Peninsula Shire’s Environmental Health team with the property address. Council maintains the property-level rating used to guide the assessment pathway.

Does a Low risk rating mean no LCA is needed?

Not necessarily. Council may use its default assessment process for a Low risk lot, but it can still request a soil classification, permeability assessment or Standard LCA where site-specific risk warrants it.

What is different about a Comprehensive LCA?

A Comprehensive LCA uses more detailed site, soil, risk and modelling information. Council’s guideline specifies at least two soil investigation points in the proposed EDS area and additional work where the site contains multiple soil or landform facets.

Does every Mornington Peninsula LCA need a reserve area?

No. The requirement depends on the proposed EDS and council’s risk review. Council generally requires a reserve area for absorption, ETA and LPED systems, while subsurface irrigation sized by water and nutrient balance may not need a separate reserve area unless council directs otherwise.

What is required for a commercial proposal?

Council requires a Commercial LCA with additional investigation and modelling tailored to the wastewater volume and composition. Council may also require detailed hydraulic design as a separate design component prepared by an appropriately qualified system designer.
